The fourth amended complaint, filed in the Southern District of Florida by more than 30 Jeffrey Epstein survivors against the United States, accuses the FBI and DOJ of decades of negligence that allegedly allowed Epstein’s abuse and trafficking operation to continue. The plaintiffs argue that federal authorities repeatedly received credible warnings about Epstein but failed to follow mandatory investigative rules. The complaint highlights Maria Farmer’s 1996 report to the FBI alleging sexual abuse, trafficking and possession of child sexual abuse material, as well as a 2005 report involving Audra Christiansen, and says no meaningful action followed either tip. It also alleges that federal authorities failed to properly pursue information from the Palm Beach Police Department, suspicious banking activity and reports involving minors, threats against victims, passport irregularities and potential CSAM. The survivors contend that these were not merely discretionary law-enforcement choices but violations of mandatory FBI policies requiring preliminary inquiries and investigations into allegations involving child exploitation and trafficking. At the heart of the lawsuit is the claim that the government’s failures were not abstract bureaucratic mistakes but a direct cause of additional women and girls being victimized. The plaintiffs allege that if the FBI and DOJ had acted on the information they possessed, Epstein would have been stopped years earlier and many of the assaults described in the complaint would never have occurred. They are pursuing negligence claims under the Federal Tort Claims Act, including theories based on the voluntary-undertaking and zone-of-risk doctrines, and seek monetary damages for physical injuries, psychological trauma, lost earnings, medical expenses and other harm.
